Resolution
No. 120 of the State Communications and Information Committee on Approving
Marginal Tariffs for Main Telecommunications Services, which is aimed
at improving and optimizing tariffs and reduction of cross subsidizing
of certain services at the expense of the others, comes into effect.

The
change in tariffs will affect certain line items on the price list, while
others will remain unchanged. Overall, tariffs for specific services will
be considerably lowered. Namely, tariffs for international telephone calls
will be considerably reduced - by 20% on average - and in some directions
like the U.S.. Canada and Australia, will be cut by a third. The cost of
making phone calls will increase by 20% on average. However, a comprehensive
special program of tariff setting will be implemented to reduce the impact
of tariff increases on the strata of the population that are sensitive to
price increases. In the rural areas, where there are almost 1.5 mln subscribers,
the monthly subscriber payment for telephone |
services will remain unchanged. Earlier, subscribers that pay for local calls by the minute had 100 free minutes. Now they will receive 175 minutes frcc-of-charge. Besides that. 1.6 mln subscribers in privileged categories -invalids, war veterans, and Chornobyl victims - will, as earlier, pay only 50% of the subscriber payment. Subscribers that pay by the minute and use the Internet or have more than 1.800 minutes in phone conversations in a month will receive a 30% discount on every minute exceeding this amount. Telephone installation and hook-up fees and the per-minute charge from public pay phones will remain the same. For intercity telephone conversations, the num- | ber of time zones will be increased from two to three. Preferred rates previously in effect on holidays and Sundays will apply to Saturdays as well. The tariff for evening and nighttime conversations will be 30-50% lower than the daytime rates. Overall, the optimization of tariffs is only one of the necessary components of the Comprehensive Telecommunications Development Program, which will improve access and quality of services, attract additional investment resources for the development and modernization of tele-corn networks, particularly in the rural areas, help eliminate the lineup for telephone installation and also generate additional proceeds to the budget. | ||

For international telephone calls made through an operator or a telecom
employee, the charge is 1.5 times the tariffs set in Items l-8. with the
exception of calls from telephones or call centers in residential areas
that do not have automatic access to the intercity telephone network. 12. For international telephone calls made through an operator based on the urgent tariff, the |
charge is double the tariff specified
in Item 11. Note: The urgent tariff does not apply if the time for connecting
the call exceeded 30 minutes from the time the order was made. 13. An additional charge of 2% of the cost of international telephone call services is charged for calls made on credit. |
