State and Private Enterprise Struggle for
Control of TV Market
The struggle for influence between state and business is clearly evidenced in the Ukrainian TV market. Both of them are strongly involved because TV Media brings in not just profits but also potential for political influence.
This struggle is now focused on the launch of private TV networks in Ukraine. Until now the state's TV channels have dominated the Ukrainian market, but now they face challenges.
Other anticipated changes relate to the relationship between the State and all TV companies. There is going to be a stricter control between how TV companies fulfill the obligations under their licensing conditions.
This is a warning to TV companies, because in 2001 78 companies come up for renewal of their licenses and 700 will be up for renewal in 2002. Stricter licensing policy will affect those companies, which retranslate foreign programs and those with low quality production.
These changes could also effect media freedom with pressure placed on independent and objective TV.
