he influential countries of the West pursue a policy of state protectionism, often putting political pressure on their competitors, primarily on the markets of armaments and hi-tech products, such as aircraft, equipment for nuclear power stations and others. This leaves Ukrainian producers little room for manoeuvre. The Ukrainian government has no efficient leverage to influence these processes and therefore the government structures are unable to offer serious support to Ukrainian companies in their struggle for big international contracts.

he forms of protectionism being used to discriminate against Ukrainian exporters are getting increasingly refined. A variety of technical, environmental, sanitary and other standards are exploited to complicate the procedures for product certification and requirements concerning the forms and methods of product sales and technical servicing. Mechanisms of antidumping investigation are launched to reduce the competitiveness of Ukrainian products.

kraine retains its status as a nonmarket economy which sends the antidumping margin from the 10-per-cent minimum up to 125 per cent, thus leaving Ukraine no access to respective markets for at least five years. To cut Ukrainian goods off "inadvisable" international markets, some other political leverage is used as well, including a somewhat loose interpretation of international export control regimes and setting additional requirements for Ukraine to develop relations (with NATO and the EU) and to get credits from international financial structures.

kraine's ineffective policy in the sphere of international economic integration. Insufficient integration into international economic structures seriously restricts our presence in markets of high priority for Ukraine. Having no membership in the WTO system, Ukraine is unable to use international mechanisms regulating trade conditions, including trade-related disputes. There are special rules used against us when framework conditions are outlined in conducting antidumping investigations.
