to official statistics, Ukraine invests virtually nothing in the economies of
other countries: in 1999, official Ukrainian investments in foreign economies
were at only 9.6m dollars, with some 100m dollars invested over the entire period
of independence. The official data are far from reality because, according to
expert estimates, the amounts of foreign currency illegally deposited in foreign
bank accounts reaches 20bn dollars. This is quite a paradoxical situation. Being
a fairly big capital exporter de facto, Ukraine is conducting exhausting and humiliating
negotiations with the IMF hoping to get credit tranches that are incomparable
to the amounts leaking from the country abroad. Having no funds to develop its
own economy, the country is offering (legal and illegal) lending to rich countries,
thus derailing itself from the international track of capitals.
